FG Mandates MDAs to Comply With New Equipment Leasing Procedures
The registrar called for wide circulation of the directive across all government institutions, noting it represents a significant step in streamlining leasing operations and enhancing revenue generation for the Federal Government.
The Federal Government has issued a strict compliance directive to all Ministries, Departments, and Agencies (MDAs) regarding equipment leasing procedures nationwide.
The directive, issued by the Equipment Leasing Registration Authority (ELRA) under the Federal Ministry of Finance, establishes a standardized framework for leasing operations across government institutions.
In a statement released Thursday in Abuja, ELRA Registrar/CEO Donald Wokoma disclosed that the new guidelines are contained in a circular (Ref. No. F/LEG/2809/15/T2/7 dated June 27, 2025) from the Finance Ministry.
Key requirements for MDAs include:

Ensuring all procurement processes involving equipment leasing include an ELRA registration certificate

Registering lease agreements with ELRA as a prerequisite for procurement eligibility

Full compliance with the Public Procurement Act to support government revenue mobilization
“The integration of equipment leasing into a formal registration process will not only boost confidence in lease transactions but also contribute to the overall fiscal efficiency of the government,” Wokoma stated.
MDAs are directed to interface with ELRA through its official website (www.elra.gov.ng) or designated phone lines (0705 032 4595, 0803 612 7118) for all leasing transactions.
Wokoma emphasized that the new regime aims to bring “transparency, accountability, and regulatory oversight” to public sector leasing operations. He urged immediate compliance to avoid violating the regulations.
