State government presents business case to power ministry, eyes renewable energy boost

The Katsina State Government has formally presented a strategic business case to the Federal Government, seeking the handover of the 10MW Lambar Rimi Wind Farm for completion and operation under state control.

During a meeting in Abuja on Friday, the Special Adviser on Power and Energy to the Katsina State Governor, Dr. Hafiz Ibrahim Ahmed, met with the Permanent Secretary of the Federal Ministry of Power, Mr. Mahmuda Mamman, and the Director-General of the Infrastructure Concession Regulatory Commission (ICRC), Mr. Jobson Ewalefoh, to present the proposal.

Dr. Ahmed detailed Katsina’s roadmap for completing and operationalizing the wind farm through a Special Purpose Vehicle (SPV). This plan includes engaging directly with the Original Equipment Manufacturer (OEM) and structuring a Power Purchase Agreement (PPA) with the Kano Electricity Distribution Company (KEDCO).

According to a statement issued by the Chief Press Secretary to the Governor, Ibrahim Mohammed, the ICRC Director-General praised the state’s preparedness and expressed optimism about the project’s prospects.

“The detailed business case reflects a clear commitment to success,” Ewalefoh said. “Once the SPV is established, the wind farm could move swiftly to completion and begin generating both electricity and revenue for Katsina State.”

Permanent Secretary Mahmuda Mamman also commended Governor Dikko Radda’s leadership on the initiative, describing it as:

“A major milestone in the State’s renewable energy journey and a model for subnational energy transition.”
