The Organisation of Petroleum Exporting Countries and its allies, OPEC+, announced an increase in oil output by 137,000 barrels per day (bpd) starting November 2025.

The decision was made following a virtual meeting on October 5, 2025, by eight participating countries—Saudi Arabia, Russia, Iraq, the UAE, Kuwait, Kazakhstan, Algeria, and Oman—to stabilize the global oil market.

OPEC+ stated: “In view of a steady global economic outlook and current healthy market fundamentals, as reflected in the low oil inventories, the eight participating countries decided to implement a production adjustment of 137 thousand barrels per day from the 1.65 million barrels per day additional voluntary adjustments announced in April 2023. This adjustment will be implemented in November 2025.”

The organization added that the 1.65 million bpd could be returned partially or fully depending on market conditions, emphasizing a “cautious approach” to support market stability.

“The eight countries will continue to closely monitor and assess market conditions, reaffirming the importance of retaining full flexibility to pause or reverse the additional voluntary production adjustments, including the previously implemented 2.2 million bpd announced in November 2023,” OPEC+ said.

The statement also confirmed that the nations intend to fully compensate for any overproduced volume since January 2024. Monthly meetings will be held to review market conditions, conformity, and compensation, with the next gathering scheduled for November 2, 2025.
