Please, investigate if the Administration and Operation of the Oyo State security Network Agency (Amotekun) conforms to the standard operation of the world class security Administration and and the administration of the Ondo State Security Network Agency (Amotekun). As this would enable you to take the right and better decision on how to make the Oyo State Security Network Agency (Amotekun) a model and standard to emulate as a pacesetter State.

Dear Sir,

Sequel to unprofessional administration, gross misconduct and abuse of power of Colonel Olayinka Olayaju; the Oyo State Amotekun corps Commandant and the inability of the Board of Governance to make professionalism operates in the Agency, I Segun Adebowale writes to this Honorable house to move motion for the removal of the Oyo State Security Network Agency (Amotekun) management team based on the fact that the Board Chairman and Board members are nothing but toy in the hand of Colonel (rted) Olayinka Olayanju, the Oyo State Amotekun Commander and the Oyo State Security Network Agency is having incompetence Legal Adviser. Above all, the Oyo State Amotekun Commander Colonel (rted) Olayinka Olayanju should be removed as Oyo State Amotekun Commander based on these multiple count charges as rooted in THE OYO STATE SECURITY NETWORK AGENCY AND AMOTEKUN CORPS LAW 2020.

Violation of human rights on two different occasions through a forceful tradional Oath taken by the Oyo State Amotekun corps Commandant, under the auspices of Odua People’s Congress Caucus (OPC). The Agency has woefully failed in performing one of its constitutional duties as contained in section 6 (2) of the Oyo State Security Network Agency and Amotekun Corps Law 2020 that

“The Agency shall in the course of carrying out its duties safeguard the human rights of every person as enshrined in the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and other relevant human rights instruments”.                                                                

The Oyo State Amotekun Board of Governance has also failed woefully in performance of its constitutional powers as contain in section 8 (a-k) of the Oyo State Security Network Agency and Amotekun Corps Law 2020 that 

Likewise, it is stated in Section 15 (4) of the Oyo State Amotekun Law 2020 that

The Amotekun Corps Commander may be removed from office by the Governor subject to the resolution of two-thirds majority of the members of the House of Assembly on the ground of- 

(a) abuse of office or willful violation of the fundamental human right of any person as 

contained in chapter 4 of the Constitution of the Federal Republic 1999 (as amended)

(b) misconduct or misbehavior that he has conducted himself in a manner which brings or is likely to bring the Amotekun Corps into hatred, ridicule, contempt, disrepute or that he has dishonestly done any act or omission which is prejudicial or inimical to the security of the State; or 

(c) physical or mental incapacity.

The Oyo State Amotekun Corps Commander works toward his immediate remover by willingly on his side and forcefully on the helpless Oyo State Amotekun operatives side, administered a forceful traditional Oath on all Oyo State Amotekun operatives between 1st to 17th of June, 2022 which the Oyo State Amotekun Corps Commander has violated section 15 (4a) of the Oyo State Security Network Agency and Amotekun Corps Law 2020.

The State Amotekun Corps Commander Colonel Olayinka Olayanju did not failed to work toward his own removal by deceiving the public that voting system was used to select leaders in the Oyo State Amotekun. Not making a functional Code of conduct and Operational Manual available to the Oyo State Amotekun operatives. Total closure of Local Government Amotekun offices for three (3) consecutive times just on trivial reasons of medical test (HIV), ID card, forceful traditional Oath taken) at the expenses of lives and properties of Oyo State citizens. Even after been called to order by the Oyo State House of Assembly on 

Favoritism and Nepotism are another charges against Colonel Olayinka, these make Colonel (rted) Olayinka Olayaju to up-hold the interest of OPC caucus at the expenses of the mandate of the Oyo State Amotekun Law 2020. Most leaders selected by Colonel (rtd) Olayinka Olayaju are OPC caucus. Installation of shrines at each Local Government Amotekun offices, Operational office (Dandaru) included. The Oyo State Amotekun Commander (Colonel rtd Olayinka) poor attendance by embarrassing any members of public, even the Honorable members of Oyo State House of Assembly and other statesman or dignitaries like himself. These and others are misconduct or misbehavior that brings the Oyo State Amotekun Corps into hatred, ridicule, contempt, disrepute or that he has dishonestly done any act or omission which is prejudicial or inimical to the security of the State. 

The Oyo State Amotekun Corps Commander Colonel Olayinka Olayaju’s failure to draw up programmes of training and retraining for members of the Amotekun Corps for in good performance of the Oyo State Amotekun operatives” functions under this Law since year 2020 recruitment training in Oyo, as stated in section 15 (2e) of the Oyo State Amotekun Law 2020, also shows that Colonel Olayinka Olayanju is physical or mental incapacity as contain in section 15 (4c) of the Oyo State Security Network Agency and Amotekun Corps Law 2020.

To whom much is given, much is expected. Despite the efforts of the Oyo State House of Assembly and the Oyo State Government to make available law to guide the administration of the Oyo State Security Network Agency (Amotekun), the management team of the Agency has failed woefully to use the Oyo State Security Network Agency and Amotekun Corps Law 2020 to govern the affairs of the Oyo State Amotekun operatives. No code of conduct and operational manual to guide the Oyo State Amotekun operatives in their respective Local council office and HQ.

Incapacity of the Agency to advise and put proactive measures in place for the Oyo State Government on the what to do in curbing, checking and stopping of the constant influx of Fulani and Bororo herdsman into the Oyo State, especially the Agrarian area of the State, at this time of insurgency, which the coming of these herdsman is causing a lot of destruction on farm produce, and this can cause a greater havoc to the peaceful existence of Oyo State.

Lack of progressive administrative coordination among the Oyo State Security Network Agency (Amotekun) team which invariably is causing a serious retrogression on the personnel development and establishment of professionalism in the Agency. The management team is made up of pro-professionalism versus anti-professionalism that is pro- Odua People’s Congress (OPC) caucus in the Agency. The later, (OPC) interest is ruling in the Agency’s affairs. Some management team members are even pendulum in nature.

Likewise, the Management team of the Agency has not considered it necessary to gives each Amotekun operatives an appointment letter stating the terms and conditions of service, which also afford the Amotekun’s operatives to entitle to public servants” benefits. 

The supremacy of the Oyo State Amotekun Board of Governance has been replaced with the supremacy of the Oyo State Amotekun corps Commandant; Colonel Oloyinka Olayanju which also is being restrained by the OPC power of the Oyo State Deputy Commander; Akinro Kazeem Babalola. All the decision in the Oyo State Security Network Agency (Amotekun) is being influenced and informed by the Odua People’s Congress (OPC) caucus interest and opinion.

I so write this petition pointing out the offences committed by the Oyo State Security Management team to prove me wrong on my insinuation and opinion that Colonel Olayinka Olayanju is so strong to discard the Oyo State Security Network Agency and Amotekun Corps Law 2020 which the Oyo State Ministry of Justice and the Oyo State House of Assembly have worked on tirelessly, and the fact that the Oyo State Amotekun Board of Governance are too  weak to let the contents of the Constitution see the light of day so as to bring PROFESSIONALISM to the Oyo State Security Network Agency (Amotekun)

The Oyo State Amotekun Corps Commander; Colonel (Rted) Olayinka Olayanju , the Amotekun Board of Governance Chairman; General (rted) Kunle Togun and other Board members including the Directors and Legal adviser seconded to the Oyo State Security Network Agency (Amotekun) cannot prove beyond reasonable doubt that they all as the Oyo State Security Network Agency (Amotekun) Management team meet up with the ten (10) year cognate experience in security matters as required in section 7 (2) and section 15 (2) of the Oyo State Security Network Agency and Amotekun Corps Law 2020. This and others the Oyo State Security Network Agency (Amotekun) Management team proved otherwise based on PROFESSIONALISM that failed to reign in the Oyo State Security Network Agency administration, as Unprofessionalism does not operates where the Oyo State Security Network (Amotekun) Management team claimed (Nigeria Army, Nigeria Police, Civil Defense, the OYRTMA and even Voluntary Organizations like Boys scout, Man O war, OPC etc all these paramilitary have Structure) they got the cognate experience.

Please, investigate if the Administration and Operation of the Oyo State security Network Agency (Amotekun) conforms to the standard operation of the world class security Administration and and the administration of the Ondo State Security Network Agency (Amotekun). As this would enable you to take the right and better decision on how to make the Oyo State Security Network Agency (Amotekun) a model and standard to emulate as a pacesetter State.

Summarily, I implore this Honorably House of Assembly to move a motion to remove the Oyo State Amotekun Corps Commander Colonel Olayinka Olayanju and immediate dissolution of the Oyo State Amotekun Board of Governance since professionalism is abominable practice in the Oyo State Security Network Agency (Amotekun). Likewise, the Oyo State Amotekun establishing law 2020 enacted by the Oyo State Government should be activated for this era of unprofessional administration operating in the Oyo State Security Network Agency (Amotekun) to go to extinction.
