This is basically a silent way of saying that Mount of Olives and all of the eastern part of the city (including the entire old city) are not part of Israel.

The same official added that “President Biden has repeatedly stated his opposition to expanding the settlements because they oppose efforts to reduce tensions,” adding that “Biden is likely to talk to both sides and persuade them not to take steps to increase tensions.”
