As the newly recruited Oyo State Amotekun operatives are being congratulate for the successful half baked eight days training exercise, which enabled the Oyo State Security Network Agency and Amotekun corps management team to integrate the second set tagged AMOB into the existing Oyo State Amotekun corps reiterate the  scrupulous administrative fallacy of the Oyo State Security Network Agency and Amotekun corps management team who ruled a government own security outfit without professional operational guidelines, code of conduct and other organizational standard for two years and a month plus. AMOB, you are powerfully welcome into the service of the Oyo State Security Network Agency and Amotekun Corps, bear this in mind, do not think because the Oyo State Security Network Agency and Amotekun Corps lack formal structure and professionalism, behave yourself to the Oyo State citizens as a responsible Oyo State Amotekun operative, who is after protecting lives and properties of the citizens, unlike the so-call senior of yours (thugs and hooligans among them) who are shooting and extorting the innocent citizens.

Having done much by the Oyo State Government to take the Security out-fit to a greater height, the management of the Oyo State Security Network Agency and Amotekun Corps failed to understand that to whom much is given, much is equally expected and also failed to understand that where there is no hierarchy, anarchy becomes the order of the day. The effort of the Oyo State Government and the administration of the Oyo State Security Network Agency and Amotekun Corps is a thing of futility when professionalism is not applied to the working condition of the Oyo State Amotekun operatives. I got to know this fact among the Oyo State Amotekun operatives that none of the operatives is enjoying the condition of service in the Oyo State Security Network Agency in the sense that those selected by the Oyo State Amotekun Commandant are inferiorly operating over Amotekun operatives who are superiorly refuting the order of the selected leaders that were lord over them by the Oyo State Amotekun Commandant.

The defiant of some members of the Oyo State Amotekun Board of Governance to make ranking / grading structure operates in the Oyo State Security Network Agency makes the few progressive-minded members of the Oyo State Board of Governance technically arrives and agreed with alphabetical differentiation of the newly recruited Amotekun operatives from the stale Amotekun operative. Possibly, since the newly recruited have been alphabetically tagged AMOB, the subsequent recruit Oyo State Amotekun would be tagged AMOC, AMOE, AMOD till the last letter of the English alphabet AMOZ, if the Oyo State Government did not see any need to make professionalism arrives the administration of the Oyo State Secority Network Agency and Amotekun Corps. The Oyo State Board of Governance and the Oyo State Amotekun commandant are keeping the appointment letter that suppose to make known to the Oyo State Amotekun Corps the Terms and Condition of Service (TOS), simply because of the denied grade level and rank structure.

Most of the Oyo State Board of Governance and all the seconded civil servants seconded to the Agency from the Oyo State Civil Service Commission, who suppose to advise the Oyo State Security Agency and Amotekun Corps operate with the extant regulations of the Oyo State Civil Service Commission are have enriched themselves from funds suppose to use for the allowances and other entitlement of the Oyo State Amotekun operatives, this account for why the salary and allowances analyses is not made available to the Amotekun operative. The basic salary of the Oyo State Amotekun operatives is far-far lower than the minimum wage table of the Oyo State Civil Servants.

Lack of proper training and retraining program for the Oyo State Amotekun operatives is one of the reasons behind gunning down of innocent citizen, like the one perpetrated by the Oyo State Amotekun operatives in Ibadan at Apata area on the 30th December, 2022. The Oyo State Amotekun operatives are not properly trained, imaging security personnel that will be allowed to carry fire-arm being trained for just three weeks, to make the training exercise worst, the AMOB were trained just for eight day. 

Another treacherous activity going on among the Oyo State Amotekun operatives in the 33 Local Government of the State is administration of forceful traditional oath, which the Oyo State Amotekun Commandant could not administer during the eight days training exercise, this oath is presently administer at the Local council headquarter, especially where the Odua People Congress People (OPC) among the Oyo State Amotekun operatives are coordinator.

Based on the aforementioned problems emanated from unprofessional administration operating in the Oyo State Security Network Agency and Amotekun Corps, the Oyo State Government is beseech to kindly put professional mechanisms in place for the Oyo State Security Network Agency and Amotekun Corps, as it being done in Ondo State Security Network Agency and Amotekun Corps. In subduing the menace of Canker-worms of unprofessionalism in the Oyo State Security Network Agency and Amotekun Corps, the Oyo State can adopt and apply the simple system of general control of crop plant diseases to conquer cankerworms hiding and destroying the operation success of the Oyo State Amotekun Corps.

Cultural Control: This is the one of the methods of pest control which the Oyo State Government can apply to take the Oyo State Security Network Agency and Amotekun Corps to a greater height. This method can be applied thus; the Oyo State Amotekun operatives should not be stay for long in a Local Government, there should be practice of inter Local government staff shifting (crop rotation), as it had been done to the other Civil servants in the State. Also crop rotation can be applied to bring about a paradigm shift from the present era of unprofessionalism to era of professionalism, where OPC cause interest will not be prevailing, paradigm shift from the era of juju tool to the era of technology tools in securing lives and properties. Let the leadership in the Oyo State Security Network Agency and Amotekun corps rotates from OPC caucus oriented leadership to academic certificates oriented, as it being applied in the Oyo State Civil Service Commission. This practice will enable the Agency to distribute the Oyo State Amotekun operatives according to the security challenges facing in each Local council of the State and afford the Amotekun operative to opportunity of carry out the security assignment as expected. Having planted the seed of thugs and illiterate administration for over two years, with fruitless and chaotic harvest, the Oyo State Government should crop-rotate to plant the seed of literates and enlightenment to bring about new innovation in securing lives and properties of the citizenries, so as to get a bountiful harvest of a world standard security architecture in Oyo State. Also, operation and monitoring department should be established for the Oyo State Amotekun operatives (i.e regular weeding,) whose work shall be constant monitoring and reporting of operations of the Oyo State Amotekun operatives. The Agency should also see to the maintenance of discipline among its operative (uprooting and burning of infected crops), adequate training and re-training of the Oyo State Amotekun operatives (soil treatment or sterilization) and other components of cultural control of pest should be applied.

Biological Control: The Oyo State Government should implement section 23 of the Oyo State Security Network Agency Law 2020, by establishing an independent Amotekun Corps Complaints Committee, who shall have power over the Oyo State Amotekun Board of Governance, the Oyo State Amotekun Commandant and the Oyo State Amotekun operatives/officer and also attend to the complaints received from members of public regarding the operation of the Oyo State Amotekun Corps.

Chemical Control: The Oyo State Government should see to the implementation of ranking / grading structure, code of conducts, operational guide lines/manual, issuing of appointment letter stating the terms and condition of service, rules of engagement, training and re-training program, salary structure, creation of various department as contain the Section 4 of the Oyo State Security Network Agency Law 2020, Creation of Area / Divisional /Zonal offices in line with section 17 of the Oyo State Security Network Agency Law 2020, use of the Oyo State Security Network Agency Law 2020, application of the extant regulations of the Oyo State Civil Service Commission, as contain in section 39 (3) of the Oyo State Security Network Agency Law 2020 and any other military and para-military standard that can prepare the Oyo State Security Network Agency and Amotekun Corps for the arrival of Nigerian State Police.

In conclusion, the CANKERWORM in the Oyo State Security Network Agency and Amotekun corps is management team inflicted. Therefore, all the three pest control measures above can be taken simultaneously so as to overhaul the activities and administration of the Oyo State Security Network Agency and Amotekun Corps.
