Kwara Launches Digital Land System, Promises C of O in 30 Days — Governor AbdulRazaq
Kwara State launches the KW-GIS digital land system, enabling residents to get their Certificate of Occupancy within 30 days. Governor AbdulRahman AbdulRazaq says the platform will boost transparency, speed, and investor confidence.
Kwara State has officially transitioned from manual land administration to a fully digital system, with Governor AbdulRahman AbdulRazaq unveiling an automated platform that allows property owners to obtain their Certificate of Occupancy (C of O) within two to four weeks once all requirements are met.
Announcing the initiative on Monday in Ilorin, the governor said the Kwara State Geographic Land Information Service (KW-GIS) represents a landmark shift toward transparency, efficiency, and innovation in governance.
“Today marks another bold step in our commitment to innovation, transparency, and efficiency in public service delivery,” AbdulRazaq said.
“For decades, land administration in many states, including Kwara, has been burdened by manual processes, inefficiencies, and delays that discourage investors and slow down transactions. The KW-GIS Digital Land Information System completely transforms this process.”
According to the governor, the new system will digitally capture and document every parcel of land, eliminate duplication and loss of records, speed up processing time for land titles, and boost revenue generation by ensuring certainty of ownership.
He described the launch as a major milestone in Kwara’s ease of doing business reforms, urging investors and residents to embrace the system.
Commissioner for Finance and Chairperson of the Ease of Doing Business Council, Dr. Hauwa Nuru, said the initiative positions Kwara as a frontrunner in World Bank–backed programmes like NG-CARES, SABER, and the HOPE Program.
“This outstanding progress reflects Your Excellency’s unwavering commitment to institutional reforms, accountability, and sustainable development,” she said.
Also speaking, KW-IRS Chairperson, Mrs. Folashade Omoniyi, said the integration of the agency’s online payment system with KW-GIS would make it possible for users to apply, process, and pay for land titles and building permits online, thereby reducing bureaucracy and improving public trust.
“Investors, titleholders, and the general public can now complete all land-related transactions seamlessly and transparently,” she added.
KW-GIS Executive Secretary, Alhaji Sulyman Abdulkareem, described the project as a milestone in the history of land management in the state, adding that over 20,000 land plots have been digitized and more than 1,000 layouts scanned.
He praised the governor for approving ₦560 million in compensation for areas acquired under the Kwara Smart City Project, assuring that all land documents would be digitally archived to prevent future encroachment.
Project Consultant, Dr. Paul Adepelumi, called the new system a “revolution” in governance.
“KW-GIS takes us from files to digital records, from delay to speed, and from opacity to transparency,” he said.
Project Manager Engr. Ali Muhammad Kalot added that over 200 staff members had been trained to operate the system, which includes digital parcel mapping, land records integration, revenue generation features, and enhanced security controls.
